National Apprenticeship Promotion Scheme
As per the guidelines of the Ministry of Skill Development and Entrepreneurship, Govt. of India, National Apprenticeship Promotion Scheme (NAPS) has been introduced under amendments of Apprentice Act in 2016. Under this scheme, skilling of youth is the key objective. Presently, more than 260 designated trade job roles and more than 550 optional trade job roles have been approved by the MSDE. Apprentices are engaged in establishments purely on the basis of requirements of industry and market.
A specially designed online portal
https://www.apprenticeshipindia.gov.in/
is used for administering the entire implementation of the apprenticeship training online.
Apprenticeship Training Consists Of:
- Basic training
- On-the-job training / practical training
Any Establishment / Organization Can Engage Apprentices:
- Having 4–29 employees - Optional
- Having more than 30 employees - Mandatory
- Establishment shall engage apprentices in the band of 2.5% to 15% of the total strength
- Establishments have been permitted to outsource basic training to any nearby approved institute of their choice
- Apprentices can be engaged through Third Party Agency
- Employers must have EPFO / ESIC / Factory / Cooperative / MSME registration number
- Employers must have TIN / TAN / GST / SGST number
- Employers must register on the apprenticeship portal
Apprentices Can Be Engaged From The Following Categories:
- Trainees passed out from ITI courses
- Trainees under dual-learning mode from ITIs
- Trainees who have completed any NSQF aligned Short Term Course including PMKVY / DDUGKY / MES
- Graduates / candidates pursuing graduation courses / diploma courses in any stream or 10+2 vocational certificate holders
- Candidates who possess minimum educational qualification required for a trade and have not undergone any formal trade training (fresher apprentices)
Stipend
Minimum stipend ranges from Rs. 6800 to Rs. 12300 as prescribed by MSDE for all the Designated and Optional trades, depending upon the qualification requirement.
Reimbursements
Reimbursements under NAPS are done by Direct Benefit Transfer (DBT) mode from July 2022 up to 25% of total paid stipend or Rs. 1500, whichever is less. For this, the establishment has to upload their data on the online portal and submit payment details as per guidelines.
Pradhan Mantri National Apprenticeship Mela (PMNAM) is organized quarterly in Chandigarh as per instructions issued by MSDE.
